The coronavirus pandemic has changed entire industries and businesses, behavioral patterns and the entire economy as a whole. The demand for many certain services has fallen, and many others have been put on pause altogether. And while people and countries have adapted, many areas of business have remained on the verge of survival. This, of course, had a negative impact not only on the national, but also on the entire world economy.
The hardest hit were small and medium-sized businesses, which for the first time faced a force majeure situation. In order to keep the situation under control and reduce the burden on the population, the state has introduced a number of measures to support entrepreneurs. And now, according to the results of 2021, it is quite objective to talk about the success of the measures taken.
Analysts FinReview.info we studied tax revenues to the budget for 2020 and 2021 and prepared a rating of the 50 largest taxpayers.
The number of active entrepreneurs increased by 74.3 thousand units
In 2021, in order to restore the country’s economic growth, the implementation of incentive measures to support small and medium-sized businesses continued. For example, until the end of the year they were exempt from paying property tax.
These measures had a positive impact on SMEs – if during the lockdown period in 2020 the number of active entrepreneurs decreased by 12.2 thousand units, then by the end of 2021 they numerically increased by 74.3 thousand units. Now there are more than 1.4 million SMEs operating in the country.
Tax revenues to Kazakhstan increased by 25%
The state budget was replenished by taxes in 2021 by 10.7 trillion tenge. In comparison with the pandemic year 2020, this volume increased by 2.2 trillion tenge. And relative to 2019, it grew by 1.5 trillion tenge. That is, the republic has returned to its pre-crisis level in terms of tax payments, which means that the economy is gradually recovering.
More than half of tax revenues (54.9%) come from the 50 largest taxpayers. They paid 5.9 trillion tenge of taxes, which is 2 trillion more than it was in 2020.
Which companies pay the most taxes
Traditionally, oil and gas companies are leading in terms of tax payments: Tengizchevroil LLP, Karachaganak Petroleum Operating B.V. and Mangistaumunaigas JSC. For example, the largest oil producing company Tengizchevroil paid 1.7 trillion tenge to the budget, which is 41% more than in 2020. This is the only company whose payouts are measured in trillions.
Companies producing crude oil and associated gas in general are key taxpayers even among the 50 largest companies. They occupy 19 lines of the list with a total amount of payments of 4 trillion tenge.
In addition to the oil and gas sector, the rating also includes companies in the metallurgical, tobacco, mining and oil refining industries, logistics, telecommunications, banking, and beverage industries.
